Mabe Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • images: some images do not have an alt text alternative (including null alt text as appropriate), failing success criterion 1.1.1.
  • headings and tables: semantic markup for headings etc needs to be checked, as does the labelling of tables, potentially failing success criterion 1.3.1
  • documents: PDFs are not tagged so are not accessible by screen readers, failing success criterion 1.3.1
  • contrast: the privacy policy in the footer, the share link in the sidebar content, and dropdown menu icons when viewed in certain high contrast modes all create contrast issues. This fails WCAG 1.4.3 Contrast Minimum (AA) and 1.4.11 Non-text Contrast (AA). This is a matter for the website provider to resolve.
  • links: some links have non-compliant text (eg 'click here') and should instead convey the purpose of the link in the link text, failing success criterion 2.4.4
  • social media links: the various social media links are low-contrast and so difficult to view. These links are not clearly described for screen readers and some links on the privacy policy page are presented as a full URL. These fail success criterion 2.4.4 Link Purpose (A). This is a matter for the website provider to resolve)
  • navigation of pages: there needs to be at least two ways to access pages (eg site map, table of contents, site search, list of all available web pages), this is not yet in place, failing success criterion 2.4.5
  • checkboxes: Within the 'sign up for email alerts' popup there is a selection of checkboxes which allow users to select what kinds of emails they would like to receive. These have a label to explain what the checkboxes are for but this is not read out for screen reader users when they first tab to the checkboxes. This fails success criterion 3.3.2 Labels or Instructions (A). This is a matter for the website provider to resolve.
  • page language: is not declared, failing success criterion 3.1.1
  • navigation: it is not possible to navigate the website purely by keyboard. This fails success criterion 2.1.1.

We plan to address these issues in coming months, scheduled to be reviewed in March 2021, and will develop a Roadmap to Compliance, to be published once finalised.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDFs and Word documents are essential to providing our services.  By March 2021, we plan to either fix these or replace them with accessible HTML pages.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. 

Any new PDFs or Word documents we publish will meet accessibility standards wherever possible. If they do not (eg signed documents) an accessible version without signatures will be made available on request.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

Our accessibility roadmap (to be finalised and then published), shows how and when we plan to improve accessibility on this website.

Preparation of this accessibility statement

This statement was prepared on 22 September 2020. It is due to be reviewed in March 2021.

This website was last tested on 22 September. The test was carried out by the parish clerk and was based on taking a sample of pages, checking each for compliance using an online accessibility compliance tool.
