As part of the development of the Mabe Open Space project, the planning department at Cornwall Council are imposing conditions on the site. One of those conditions is an improvement to pedestrian access to the site. Whilst this is outside of our development boundary, they have seen fit to impose this condition.

The Parish Council have applied for grant funding to cover the cost of these roadworks. Should the funding be secured the Parish Council would have to pay upfront and claim back the grant funding. The cost of these road works will be circa £60,000, the Parish Council do not have the funds to pay upfront for this development and claim back, therefore, it is proposed that a Public Works loan be taken out to cover the cost until grant funding is paid. Given the short term nature of the loan, and the loan source there is no interest to be paid.

This loan will only be taken if grant funding is in place, therefore the loan will only be short term and repayment of the loan will be taken care of and not impact the other Council finances.

Should grant funding not be secured the project will be put on hold until a different revenue stream is identified. There will be no impact on the precept at this point.
